JOB DESCRIPTION
Duties:
The Manager, Right of Way Management (RWM) reports to the Senior Manager, Property Rights Management (PRM), is a member of the PRM leadership team and shares accountability for the achievement of PRM strategic objectives. The person will be leading a team of approximately 9 staff responsible for managing BC Hydro’s existing rights of way for BC Hydro’s transmission and distribution infrastructure, and where applicable, acquiring rights of way and other land tenures from landowners, and supporting Project teams, including but not limited to, transmission line relocations.
Specific accountabilities include:
* Manages complex discussions with landowners on BC Hydro’s rights within our transmission and distribution corridors (including access), and on BC Hydro’s fee owned land, ensuring our rights are understood, preserved and maintained (including enforcement, as required), with risks managed appropriately.
* Works collaboratively and productively with key partners in other BC Hydro business groups to deliver integrated, comprehensive outcomes that reflect BC Hydro’s business interested.
* Manages transmission corridor inspections to ensure there are no unauthorized encroachments within the right of ways, and compliance with compatible use agreement and/or identifies to other BC Hydro business groups potential risks that need further investigation.
* Represents BC Hydro in complex multi-function, multi business unit projects with medium-high risk impacts.
* May negotiate agreements at the business unit level providing consultation without direction on client/stakeholder needs assessments.
* Works collaboratively with other Properties business teams and provides services when issues require a Property Representative to be involved, including assisting with exercising BC Hydro’s rights and, where applicable, acquiring rights of way and other land tenures from landowners, and supporting Project teams, including but not limited to, transmission line relocations.
* Exercises independent judgment on moderately complex medium impact problem solving.
* Identifies and maintains moderate impact/risk relationships with internal and external clients through strongly influential contact and negotiation representing BC Hydro and overseeing relationship management of RWM staff.
* Provides guidance to staff and ensures staff are compliant with internal practices, guidelines, and corporate policies;
* Demonstrated experience in promoting employee development by establishing clear expectations, providing feedback, and having difficult conversations.
* Accountable for the review and recommendation on various briefing notes to senior management;
* Well rounded knowledge of business processes, financial budgets and forecasting;
* Build an engaged, high-performing team and guide employee development & training;
* Ensure that the staff that are located in the regional offices are engaged with rest of team and are performing in a consistent manner and following business processes.
Qualifications / Required Skills
Qualifications:
The ideal candidate is an experienced professional with a significant level of understanding related to all aspects of Crown, private and other complex property acquisition accountabilities, exhibited by education and/or experience, with a proven ability to lead their team to effectively balance day-to-day operational delivery with management of strategic issues and opportunities.
* A minimum of 10 years of relevant work experience with at least 5 years of progressive management experience or leading a team or complex projects/initiatives (involving managing people), in a related field of work (real estate, property and/or related resource business management), ideally in a collaborative or operations environment;
* A university degree or post-secondary diploma/certificate in a related discipline or field, including management courses in business, finance, accounting or equivalent experience;
* Management experience is necessary, and it is preferred if the experience is within a unionized environment and highly complex organization;
* An equivalent combination of education, training and experience may be considered.
* Experience balancing strategic issue management with core operational service delivery;
* Proven team player and relationship builder, with strong interpersonal, communication, conflict management, analytical, and negotiation skills;
* Proven ability to take ownership of issues, effectively assess risk, prioritize appropriate actions, and persevere to achieve results;
* Experience in people management and promoting employee development by establishing clear expectations, providing feedback and having difficult conversations with staff that are located at the home base office and staff that are located in different areas of the Province.
* Well rounded knowledge of business processes, budgets, forecasting and project management techniques is desirable.
* Exceptional oral, interpersonal and communication skills are required and can represent BC Hydro in a professional manner to various levels of stakeholders both within BC Hydro and with external stakeholders.
* Excellent business writing with superior attention to detail is required as briefing notes and request for decision papers are important to this business group.
* Strong people management, organization, planning, analytical and problem-solving skills.

ADDITIONAL INFORMATION
* Please note this is a M2 Full-Time Regular opportunity with the team based at our LMS location in Surrey. (8475 128th St. in Surrey)
* A condition of employment in this role is that you maintain your Class 5 Driver's License in good standing.
* Occasional travel to regional offices where RWM staff are located may be necessary as well as attending meetings at the Dunsmuir office in Vancouver.

* Please note this role is classified as a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. At present, this role is expected to work in the office a minimum of three days per week however at times it could be more frequent due to operational requirements and does require flexibility.
* Internally the job title is Properties Manager 2.

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.

Resident – Works primarily (4+ days per week) in the office.
