JOB DESCRIPTION
Duties:
* The Manager, Distribution Acquisition Services (DAS) reports to the Senior Manager, Real Estate Services (RES), is a member of the RES leadership team and shares accountability for achievement of RES strategic objectives. The position manages a group of 14 paralegal staff and is responsible for the acquisition and/or registration of approximately 1800 agreements annually consisting of statutory rights of way, licenses and permits from landowner in the Province including private, municipal, provincial and federal landowners for BC Hydro's infrastructure. The position is part of a management team that sets practices and policies for the acquisition of land and rights and works primarily with BC Hydro’s Distribution Design and Legal Services teams, Telus and Ministry of Water, Land and Resource Stewardship and private landowners.
Specific accountabilities include:
* Providing guidance to staff regarding distribution acquisition practices and guidelines.
* Interact and negotiate with third party legal counsel, representatives and landowners in the acquisition of rights on behalf of BC Hydro
* In consultation with BC Hydro’s Legal Services and RES management team, make business decision pertaining to acceptable risk BC Hydro can accept regarding deviations from BC Hydro’s standard documentation.
* Management of Properties tasks as part of distribution capital projects including budgeting and forecasting activities
* Ensuring BC Hydro compliance with Land Title and Survey Authority of BC (LTSA) requirements for registration of rights
* Provide senior relationship management with municipalities, institutional owners, federal and provincial ministries, authorities and agencies regarding distribution rights acquisitions.
* Collaborate with BC Hydro Properties and Legal Services colleagues in providing guidance regarding land and rights conveyancing activities.
* Proactively manage the distribution component of the Deficient and Miscellaneous Rights budget.
* Manage contracts required for the acquisition and registration of rights.
• Build an engaged, high-performing team and guide employee development & training.
Qualifications / Required Skills
* The ideal candidate is an experienced professional with legal and real estate background with experience with the BC Land Title system and the registration of rights with the Land Title and Survey Authority of BC (LTSA), with a proven ability to lead their team to effectively balance day-to-day operational delivery with management of strategic issues and
opportunities.
• Minimum 5-7 years of progressive, related experience (preferably in acquisition of rights) leading a team or complex projects/initiatives, ideally in a collaborative service or operations environment;
• A university degree or post-secondary diploma/certificate in a related discipline or field, including management courses in business, finance, or equivalent experience,
• Experience balancing strategic issue management with core operational service delivery;
• Proven team player and relationship builder, with strong interpersonal, communication, conflict management, analytical, and negotiation skills;
• Proven ability to take ownership of issues, effectively assess risk, prioritize appropriate actions, and persevere to achieve results;
• Experience in promoting employee development by establishing clear expectations, providing feedback and having difficult conversations.
• Strong understanding of principles relating to compensation for property rights is an asset including an understanding of the Expropriation Act.
• Experience with legal conveyancing, Crown land applications and Agricultural Land Commission requirements are also assets.

Flexible work model role definitions

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.
IBEW/Field – No option to work from home
Resident – Works primarily (4+ days per week) in the office.
Hybrid – May be able to work from home up to 3 days per week.
Remote – Works from home 4+ days per week
