Great News!
In the Expropriation Act Regulation there is a list of people who are able to be used for appraisals for the purposes of expropriation. The regulation reads as follows:
For the purpose of section 20 (3) of the Act, the following persons may prepare appraisal reports:
(a) a person designated A.A.C.I. by the Appraisal Institute of Canada;
(b) a person designated as a Certified Appraiser R.I. (B.C.) by the Real Estate Institute of British Columbia;
(c) in respect of partial takings only, a person designated SR/WA by the International Right of Way Association.
As of November 21, 2014 this listing is being changed; (b) will read:
“A person designated as an RI by the Real Estate Institute of British Columbia.”
This is indeed great news for those of you who have your RI with the appraisal option.
North Fraser Fall Pub Night

Fraser Valley Chapter: Hockey Night in Langley
Justin Szeto scored twice including the game winner and Marcus Vela had a three point night as the Langley Rivermen defeated the Surrey Eagles 5-2 at the Langley Events Centre on Friday November 21st.
The Rivermen came out of the gates slow, giving up the game’s first goal as Chase McMurphy scored on the power play in the first period to give the Eagles a 1-0 lead. Langley would answer thanks to defenseman Jake Kearley deking out two defenders and scoring on a breakaway past Daniel Davidson.
It was a very fun night, we enjoyed snacks and the view from our box suite was great. Thank you to everyone who came and helped organize the event! ~ Russell Cooper, Fraser Valley Chapter Chair
Canadian Anti-Spam Legislation
CASL stands for Canadian Anti-Spam Legislation. This legislation went into effect on July 1, 2014. It imposes limits on who you can send commercial emails to and imposes stiff fines for each infraction. Commercial emails are defined as those which promote, offer, or advertise any commercial activity.
The CASL grants implied consent for you to send emails of a commercial nature to anyone who in the past two years has been a member of your organization, or anyone who in the past two years has purchased good or services from your organization, such as an event registration. For everyone else, you must obtain express consent from a clearly explained opt-in form, before you can send them commercial emails.
We thought we would share this with you so that you have the information on the new legislation.

REIBC student members received the BCIT In-Term Achievement Awards
On November 5, 2014 BCIT held their Entrance Awards Fall Scholarship and Awards Ceremony as part of BCIT's 50th year celebration. Some of our student members from the BCIT Real Estate Association received the In-Term Achievement Awards from different organizations, including the REIBC. Nathan Worbets, RI
Our heartfelt congratulations go to Nathan Worbets and his wife on the birth of their beautiful baby girl! A mini Nathan, Halle Kathleen was born on November 7th weighing in at 8 lbs 1 oz.! This is baby #2 for Nathan and his wife!
Nathan was President of the REIBC in 2011-2012.

AIC-BC Newly Elected President, Douglas Janzen, AACI, P.App of Chilliwack, BC
At the AIC-BC Directors Meeting on October 3, 2014, Douglas Janzen, AACI, P.App of Chilliwack, BC was elected President of the British Columbia Association of the Appraisal Institute of Canada for a one year term. The Association congratulates Douglas Janzen, AACI, P.App, of the Fraser Valley Chapter of the BC Association of the Appraisal Institute of Canada.
Douglas has been employed by Farm Credit Canada in account management and security valuation roles across western Canada for over 25 years. Farm Credit Canada, a crown corporation, is our nation’s largest agricultural term lender whose purpose is to enhance rural Canada by providing specialized and personalized financial services to farming operations, including family farms. Douglas received his Bachelor of Science in Agriculture from the University of Manitoba in 1985, obtained a Professional Agrologist designation in 1990 and was awarded his AACI in 2002. Douglas has previously worked in the private sector and is also a third generation farmer in the Fraser Valley. Douglas has served on the Fraser Valley Chapter executive since 2006 and has been extensively involved in various community and other organizations.
The BC Association of the Appraisal Institute of Canada is the provincial association of professional real estate appraisers. With approximately 1,000 members, the provincial association is affiliated with the national Appraisal Institute of Canada and comprises eight chapters throughout BC.
Members are awarded designations after completing extensive education, applied experience, guided case studies and final examinations. Members are governed by the Canadian Uniformed Standards of Professional Appraisal Practice. A strict code of Ethics ensures that all members maintain high standards in appraisal assignments.
Professional designations conferred by AIC are: AACI, P.App, and CRA.
AACI, P.App – Accredited Appraiser Canadian Institute, Professional Appraiser
CRA – Canadian Residential Appraiser.

Civil Resolution Tribunal
On November 17, 2014 Shannon Salter, Chair of Civil Resolution Tribunal (CRT) has launched and implemented a website for BC's Civil Resolution Tribunal, Canada's first online tribunal. The website provides the basic information about the CRT's opportunities to provide construction input online. The goal of this website is to help people with their small claims and strata property disputes.

Board Report
The October Board of Governor’s meeting was held on November 6th 2014. The following is a summary of what was discussed at the meeting:
- The board approved that the Branding and Marketing task force will be a committee of the Executive Officer.
- The board also approved a policy change regarding the Executive Officer performance evaluations. They will now be conducted with the President and Past President.
The upcoming REIBC 2014 President’s Luncheon on December 4th 2014 is just around the corner, everyone is looking forward to this great event.
We are looking for more recommendations for this year's choice for Honorary Member as well as Award of Excellence members. Information on submissions can be found at www.reibc.org
