Dawn Surette, RI
Dawn began her real estate career in 1989 as a temporary accounting clerk for a real estate developer with holding property, and soon realized the potential for a career in this industry. Since then her career has progressed through several roles dedicated to property management, each more senior than the last. She has been grateful for the relationships built, the professional mentoring offered, and the many growth opportunities provided to her along the way, and feels that real estate is more about the people than it is about the physical asset. She recently joined Remax Commercial Advantage to focus on acquisitions, dispositions and leasing for a new and fresh challenge. After so much time dedicated to property management, she is looking forward to broader opportunities in this industry. The RI designation was always a goal of Dawn’s, as it is a representation of her dedication and commitment to this industry, specialized education, and the highest standard in ethical and professional conduct.

Bruce Turner, RI
Bruce first began his real estate career in the late 1970’s with BC Assessment, working in a number of locations across British Columbia and in a variety of roles. He then proceeded to establish Heuristic Consulting Associates in 2002, a company which he remains the president of today. HCA is a management consulting firm focused on property assessment and tax policy in Canada and internationally. Bruce’s 40+ years of professional experience spans management and policy consulting, reflecting diverse management and technical advisory roles. In addition to his work at HCA, Bruce also engages in volunteer work. His volunteer interests include professional education, community and land-based economic development and environmental leadership.

Tim Down, AACI, P. App, CAE, CCIM, RI
Tim Down, RI, and is pleased to announce that that he has moved his business base to RE/MAX Anchor Realty located in Qualicum Beach on Vancouver Island where he will be working with fellow REIBC member Ian Lindsay, RI. Tim was previously Principal and Managing Broker with NAI Commercial Okanagan in Kelowna for the past 5 years.
He is currently an Associate Broker specializing in the marketing and sale of commercial, industrial and investment properties, development land as well as executive, estate and waterfront residences. Centrally based on Vancouver Island, he continues to travel throughout the province assisting clients with a variety of real estate sales, leasing and consulting assignments.
Tim joined the Vancouver Island Real Estate Board’s Commercial Division and was invited to sit on the Commercial Council of the Board for a 2-year term where he looks forward to continuing to represent and advocate for commercial practitioners.
Devin Kanhai, RI and Kevin Arndt, RI
As of September 1, Devin Kanhai replaced David Moore as the Executive Director, Licensing Education at the Sauder School of Business Real Estate Division. A lawyer by training, Devin has spent his almost 10 years at the Real Estate Division focusing on the legal content in, and the development and design of, the Real Estate Division’s licensing programs. Devin also teaches law within the Real Estate Division’s licensing courses and UBC Sauder’s Diploma in Accounting Program.
Kevin Arndt has also taken on a more prominent role at the Real Estate Division and is the new Director, Licensing Education. Kevin has an urban land economics background, a thorough understanding of the Real Estate Division’s operations, programs, partners, and key stakeholders, and almost three decades of experience in real estate education. Kevin is an instructor within the Real Estate Division’s licensing program, with a focus on mortgage finance.
The Licensing Education team’s goal is to continue strengthening its key real estate regulatory and member-organization partnerships in Canada by assisting in the design and administration of licensing and continuing education programs for real estate professionals. The real estate industry is constantly evolving, and at an even more rapid pace in recent years. The Licensing Education team is dedicated to ensuring that its programs are meeting the needs of its partners and that they provide valuable learning opportunities to real estate professionals. There is an increasing awareness that people have different learning styles and want to learn in new and different ways. Therefore, education programs not only have to include content that is accurate, relevant, and up-to-date, but they also have to align with educational best practices and make use of new and emerging technologies.
We would like to thank all those within the REIBC family with whom valuable relationships have been built, and we look forward to building more of such relationships in the future.

Bill Gosset – 1947-2021
The one-and-only Big Bill Gosset, 73, passed away suddenly in the wee hours of September 3, 2021. Born William George Ralph, but known only as Bill, he was world-renowned for his substantial stature, his signature grin and his knack for telling a damned good story. He enjoyed a long and successful career as a respected real estate appraiser and loved hunting, traveling, music and his four grandkids. He was predeceased by his brother Dennis and parents Allen and Cleone Gosset and is survived by his daughter Tara (Paul); son Dan (Mirandy); his grandchildren Owen, Reid, Jaxon and Ashlyn; his sisters Gail and Laura (Don); and brother Wally (Jo). Due to COVID, a private service will be held graveside. In lieu of flowers, donations can be made to the Heart and Stroke Foundation.
Bill was on the Board of the Real Estate Institute of BC from 2006 to 2008. He was very involved in the industry and was always ready to share his thoughts with you on whatever topic you wanted to broach.

Member Survey Results
REIBC launched a member survey in late September to determine how our members’ situations and expectations had evolved over the past few months. In February 2021, in a similar survey, we learned that most respondents (72%) wanted to continue working from home either full-time or part-time if given the choice. Now, in September, only 54% of respondents affected by the pandemic said they are continuing to work from home full-time or part-time going forward. This is an interesting development and we would like to thank all of those who participated in this survey. It has helped us tremendously in thinking ahead on how to best serve you.
REIBC Referral Program
Have you heard about our Referral Program? At the Real Estate Institute of BC, we have a program that rewards our members for each successful referral they make. If you know someone who could gain value from an REIBC membership, refer them and win a one-night stay at a hotel on us. We have a list of excellent hotels across the province that you can choose from. These include Prestige hotels, Fairmont hotels and Marriott hotels and much more. The maximum cost is $300 per night.
We have already had 4 members who have qualified and won their free night’s stay. All REIBC members are eligible for this program, though BC Assessment employees must refer someone outside of their organization in order to qualify.

Our New Resources Page
Promoting diversity and inclusion is an important part of what we do at REIBC. To help members in their continuing education, we have made a list of resources about these important topics. This list can be found on our new Resources page. Cultivating Indigenous Awareness has proven to be an essential step in diversity education and so our focus has been on finding invaluable Indigenous education resources for our members. This page will be updated regularly and will soon include resources about other topics.

On October 14, 2021 REIBC held a webinar to discuss the Strata Depreciation Reports: Prudent Financial Planning OR Unintended Consequences
The webinar was well attended and there were a lot of really great questions that came from the attendees. What we did learn is that the CRF needs to be maintained at a functional level for your strata so that special levies (or assessments) were not always required. Our presenters, Mike LaPorte and Oscar Miklos are very well versed in this and shared a great deal of information. Thank you to all that participated and to the presenters for making this such a great presentation.

Announcing a Major New Study--“Space for Community” Understanding Social Purpose Real Estate – October 28
The Space For Community - Understanding Social Purpose Real Estate was very interesting and eye opening. The research that was done by the Social Purpose Real Estate Collaborative (SPRE) and REIBC was showcased by Jacquie Gijssen and Jennifer Johnstone, both of whom are original founders of the Social Purpose Real Estate Collaborative. Jacquie and Jennifer went through the information that was received from the survey and explained how these social purpose spaces are for those in community and they are leaving due to costs. There seems to be grants for everything but operating and finding a way to have operating grants become available was one big take away.
