Job Description / Duties
The City of Coquitlam has an exciting opportunity for a qualified candidate to join our senior leadership team and be a key member of the City Lands Division, which is responsible for delivering a large residential and mixed-use development portfolio in excess of 100 acres. The Manager Real Estate is responsible for managing the City’s real estate portfolio transactions and offers an exciting opportunity for a candidate possessing in depth knowledge of both private real estate transactions, including lease negotiations and strategic property acquisitions, public land sales and municipal development. This is an exciting role to take on within the City of Coquitlam, a municipality known for strength in acquiring and strategically utilizing developable land. Reporting to this position are two unionized property valuator/negotiators.
As the Manager Real Estate, you can look forward to negotiating and strategically acquiring land for either development or civic uses, such as parkland or community facilities, and negotiating relevant development fees, such as density bonus payments, while also overseeing the City’s rental portfolio and lease agreements. This position will involve liaising with developers, property buyers and sellers, and others involved in the negotiation processes related to land purchases, sales, development, maintenance, leases and rentals of properties. As the Manager Real Estate, you can look forward to providing advice and support based on your expertise in property and land valuations and negotiations and the preparation of complex land appraisals which includes identifying the highest and best use of properties. Additionally, you will liaise frequently with our in-house Legal team on various contracts and agreements in respect to City owned and other properties. The successful incumbent will possess strong interpersonal and negotiation skills, aptitude for strategic and operational planning, financial acumen and have proven experience preparing and managing multimillion dollar budgets. Additionally, excellent written and verbal communication skills with the ability to make public presentations and prepare reports and carrying out land procurement processes within the limits of the Community Charter and Local Government Act are key elements to this role.
Qualifications / Required Skills
Our ideal candidate will hold an Undergraduate degree in Business Administration, Public Administration, Real Estate or a related field, supplemented with a formal education focusing on urban land economics and certification with the Appraisal Institute of Canada or equivalent. The successful candidate will have 5 to 7 years of experience in a senior management capacity. Experience and prior understanding of municipal real estate and land transactions is ideal. This position requires the successful incumbent to have thorough knowledge of property valuation and relevant legal transactions. Considerable independent leadership, innovation and judgement are required in taking on the key responsibilities of this role. A valid BC Driver’s License is required.

• Excellent interpersonal skills to serve as a focal point between multiple parties at the Council and executive level; and to provide strategic advice, counsel and guidance on critical issues that have community impacts.
• Excellent written and verbal communication skills with the ability to negotiate, influence, and liaise effectively with colleagues, members of the public and external agencies.
• Expert knowledge of real estate trends and market conditions
• Advanced research, analytical and problem solving skills, with an ability to interpret emerging issues.
• Advanced political acumen and critical thinking skills to identify risks and leverage opportunities that can be addressed through organizational planning, creative partnerships and/or communication solutions.
• Track record of success in promoting and maintaining a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation
• Strong financial management skills (including knowledge of budgeting and accounting practices) with the ability to manage operational budgets and expenditures for the division.
• Experience leading and directing staff on departmental strategies and business plan objectives.
• An understanding of the strategic direction of the City.
