Job Description / Duties

Position Purpose
This position is responsible for providing professional services and senior advice pertaining to real estate matters, including matters of confidential legal significance, in addition to strategic planning and delivery of facility management services. This position provides leadership, direction, consultation and services to Senior Staff and Departments, as well as confidential and in-camera advice and guidance to the CRD Board, Committees, and Commissions, with respect to strategies and plans for real estate services of the organization. Additionally, as a member of the Corporate Services management team, this position is involved in the development and implementation of CRD Board and Committee projects and policies and the direction of Corporate Services' programs for the organization.

Key Accountabilities/Position Outcomes
• Working in partnership with department representatives: provides professional services and advice, including matters of confidential legal significance, pertaining to matters of real estate at the CRD; provides confidential and complex interpretation and administration to Senior Staff, the Board, Commissions, and Committees, including matters which are confidential and in-camera saving harmless the organization from financial harm and liability; provides senior level leadership and consultation on the planning, development and implementation of a variety of real estate transactions including the acquisition and disposition of real property interests, many of which are complex and confidential in nature; prepares and recommends strategies and priorities to address issues and potential issues arising from real estate initiatives; and develops complex project management and development plans for high profile real estate projects led and initiated by internal stakeholders.
• Provides senior level professional advice and input, including those which are confidential and in-camera, regarding implications of federal, provincial and local agency policies and plans with regards to real estate matters.
• Provides senior-level oversight of the facilities management division, collaborating with the Manager to lead a diverse team of professionals, project coordinators, building services team members and administrative staff, and ensure technical excellence and customer service. Uses effective leadership, coaching, and development to build a high-performing team that meets divisional goals.
• Engages, manages and monitors the contracted services of a wide range of facility management contractors and consultants to ensure the provision of timely, cost-effective support services.
• Uses diplomacy and strong communication, presentation and relationship building skills to create and maintain a network of interest holders including partners, elected officials and other internal and external groups.
• Provides senior level leadership to the real estate function. Leads and supervises the work of staff, including matters pertaining to labour relations, staff development, corporate and division policies and procedures and standards, and is responsible for decisions concerning the hiring, promotion, discipline and discharge of staff.
• Ensures policies, structures and systems are in place to effectively support the function.

Qualifications / Required Skills

Qualifications
• Degree in a related discipline
• A minimum of 8 years' directly related experience
• Supervisory experience
• An equivalent combination of education and experience
Certifications
Certified or eligible for certification with the Real Estate Institute of BC, Appraisal Institute of Canada and/or Real Estate Institute of Canada
Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities
• Exceptional knowledge and detailed legal background and understanding of the Land Title Act, the Local Government Act, and the Community Charter.
• Strong understanding of real estate and property services.
• Strong leadership skills and management experience in a unionized environment.
• Ability to manage multiple facilities projects generated by various program areas and clients to meet required objectives and deadlines.
• Skills in negotiation, mediation, collaboration, persuasion and influence management.
• Knowledge of and skills in the development and implementation of strategic plan initiatives.
• Demonstrated communication and presentations skills with the ability to explain complex technical and non-technical issues to interest holders.
• Experience using Microsoft Office 365 and enterprise resource planning (ERP) systems.
