Additions to reserves is a process used by the Canadian government, to formally add land to various First Nations across Canada. Unbelievably the Indian Act is silent on this issue, and as such another mechanism was needed and this led to the creation of the Additions to Reserve Policy in 1972. The policy has been updated three times since then; 1991, 2001, and 2016. The changes and updates were required given the various challenges identified with the process and wording in the policy. Today the policy is located in Chapter 10 of the Lands Management Manual, a manual created by the Canadian government to help administer First Nation land

Ken Cossey, the Principal of KWC Planning Services, is a Member of the Canadian Institute of Planners and the Planning Institute of British Columbia. Ken has a Planning degree, a Site Planning Certificate, and a Natural Resource Management Certificate. In addition to this Ken has experience working with First Nations on the implementation requirements of their respective Land Codes, the various First Nations Land Registry Systems, and various First Nation Land Departments.
Pam Shaw PhD, RPP, FCIP // Principal, Shaw & Associates Planning Services // (Located in Nanaimo BC)
Pam Shaw, the Principal of Shaw & Associates Planning Services, is a Fellow with the Canadian Institute of Planners and the Planning Institute of British Columbia. Pam has a PhD in Urban Geography and BA and MA degrees that have supported her almost 40-year career as a community planner in Alberta and BC. For the last 20 years, the majority of her work has been for First Nation communities on Vancouver Island with a focus on research, community planning, and economic development. Pam has been involved in several ATR processes, both under the previous system and the new system. She teaches at Vancouver Island University in the Master of Community Planning Program as well as the Professional Indigenous Lands Management Certificate Program.
