Rory has been working within the construction scene throughout Canada for the last 25 years but primarily in the West as a general contractor and owner for both public and private sectors. With credentials out of the wahzoo, he has accreditation as an Applied Science Technologist and a PMP, topped with an MBA. He retired after 28 years as a reserve officer with Canada's Navy in early 2016 to spend more time with his family.

Wally Wells, Executive Director, Asset Management BC- Providing an overview on the Framework of Asset Management - why it is necessary, how it is managed, and how it can be implemented in your community.
Wally is a professional engineer with 49 years of experience, the last 24 in municipal infrastructure and asset management. He worked with a national consulting firm on municipal infrastructure for 34 years before retiring, relocating to Nanaimo in BC in 2006. In 2008, he became Executive Director of the newly formed Asset Management BC. During his career he was president of the Canadian Public Works Association, on the National Asset Management Working Group, a member of the Governing Council of InfraGuide and currently is a BC representative on the FCM (Federation of Canadian Municipalities) National Technical Committee for the Municipal Asset Management Programs. Locally he was a member of the Regional District of Nanaimo Solid Waste Advisory Committee, is a member of the City of Nanaimo Public Works and Engineering Committee and a Board member of Literacy Central Vancouver Island and Nanaimo & Area Land Trust.

Chris Osborne, Senior Planner, Campbell River - More important than zoning? The implications of Official Community Plans (OCPs) on property are often overlooked but could have profound effects on property values, both positive and negative. Chris will explore what OCPs are, what they do, how they fit with zoning, and what real estate professionals should be looking out for.
Chris is the Senior Planner at the City of Campbell River, and a chartered member of both the Royal Town Planning Institute and the Planning Institute of BC. Chris has over 11 years' experience in municipal planning with time spent equally between long-range planning and current development planning. He holds a Masters in Planning from London South Bank University in addition to a Masters in Nuclear Astrophysics from the University of Surrey. Chris currently leads the City of Campbell River's Sea Level Rise planning work, in addition to assessments on housing land supply, zoning bylaw and OCP updates, and downtown revitalization. Chris is particularly interested in the theory and philosophy of planning and local government service delivery.
