POSITION OVERVIEW
Reporting to the General Manager, Finance and Corporate Services, the Manager, Real Estate Services will play a key role in working with a team of professionals in the provision of real estate investment, consulting and transactional services to meet operational requirements and strategic corporate objectives. Examples of key work activities include:
• Manage and negotiate the acquisition and disposition of property interests, including rights of way, leases, and licenses to support corporate objectives, departmental requirements or strategic initiatives.
• Create and maintain relationships in the real estate community and keep apprised of real estate values, real estate issues.
• Develop a corporate strategic land investment strategy.
• Provide real estate advice to internal departments.
• Provide real estate advice on strategic plans being formulated by other departments.
• Review and analyze real estate requirements/impacts that arise from the development permit process.
• Provide real estate advice and analysis to Council, senior management and City staff.
• Manage the City’s rental properties and agreement database including overseeing agreements pertaining to the use of City property and to the City’s own use of privately owned property.
• Provide advice to investors, developers, land owners, tenants and other clients on City processes and procedures necessary to complete their projects.

Qualifications / Required Skills

EDUCATION AND EXPERIENCE
A Bachelors degree in a related discipline such as Urban Land Economics or Business Administration supplemented by a minimum of 10 years of professional experience in real estate management that includes extensive knowledge of property values, real estate market conditions and trends, valuation methodology, investment analysis and property development or an equivalent combination of education and experience is required.

KNOWLEDGE, SKILLS AND ABILITIES
• A high degree of judgement, strong analytical and problem solving skills are required to meet the diverse real estate needs and expectations of the City as a whole and the individual departments.
• Excellent communication and strong interpersonal skills are required to build and maintain professional working relationships with high level contacts such as the Mayor and Councillors, Chief Administrative Officer, General Managers, City Solicitor, Directors, Managers, property owners and developers, appraisers, surveyors, realtors and the general public.
• Extensive knowledge of property values, real estate market conditions and trends, valuation methodology, investment analysis is required.
• Advanced computer skills, particularly the use of spreadsheet software with the ability to prepare and co-ordinate detailed and complex reports on property and development matters.
• Knowledge of the Development Permit and Rezoning processes, City By-laws, expropriation, Community Charter, Local Government Act and related legislation.
• Ability to successfully pass a criminal record check for the business sector.

LICENCES, CERTIFICATES AND REGISTRATIONS
Membership in a professional real estate organization such as the Appraisal Institute of Canada or the Real Estate Institute of BC.

PREFERRED QUALIFICATIONS
Municipal real estate management experience is preferred; valid BC driver’s license.
