Job Description / Duties
Main Purpose and Function
This position is responsible for moderately complex appraisal work, lease negotiations and the management of residential properties held for civic use, while also assisting with the negotiation, acquisition, disposition and leasing of commercial properties related to City Council priorities and initiatives. This position will be working as part of the Real Estate Services team on the City's portfolio of properties.
Specific Duties and Responsibilities
Working under the guidance of the Supervisor of Property Negotiations in the Real Estate Services team, a Property Negotiator I is responsible for rent reviews and the negotiation of residential tenancy agreements; the administration of various types of agreements, negotiating license agreements and easements; performing a variety of appraisal tasks relative to the purchase, sale or rental of properties; providing consultation and coordination of plans for various properties with other City Departments.
Specific duties shall also include assistance with acquisitions and dispositions; the administration of various types of agreements; negotiation and the preparation of parking leases, offers to lease, commercial lease agreements and renewals; drafting Residential Tenancy Agreements in accordance with the Residential Tenancy Act, negotiation of use clauses, material contractual terms and related matters, and; analysis of market trends.
Considerable tact, diplomacy and patience are exercised by the Property Negotiator I in maintaining harmonious relationships with property owners and tenants. The work is performed with a high degree of independent action and responsibility.
Qualifications / Required Skills
Qualifications
Education and Experience:
Diploma in Urban Land Economics or related discipline or completion of a recognized certification program (appraisal option) and considerable experience in real property appraisal and negotiation work, or an equivalent combination of training and experience.
Eligibility for certification as an Accredited Appraiser Canadian Institute (AACI), Certified Residential Appraiser or with the Real Estate Institute of British Columbia (RIBC), or an equivalent designation.
Knowledge, Skills and Abilities:
-Working knowledge of the principles, practices and procedures relating to the appraisal of all types of property; ability to determine purchase, rental or sale value of properties.
-Considerable knowledge of policies and regulations concerning the acquisition, management and disposal of all types of property, including the ability to draft lease, purchase or sale agreements.
-Thorough knowledge of current realty values, construction costs, zoning and building bylaws, market trends, major Civic or private development projects, mortgages and leases and their influence on property value.
-Ability to successfully meet and negotiate with property owners or their representatives and deal with tenants, realtors, businesspeople and the general public.
-Ability to prepare detailed technical reports related to the appraisal of all types of property
-Ability to draft offer to leases and commercial leases
-Experience in property or asset management
-Capable in interpreting leases and liaising with Tenants and Property Management on maintenance responsibilities and various terms of leases
-Good problem solving and analytical skills; familiarity with current business software.
-Excellent communication skills to deal tactfully with property owners, tenants, realtors, civic staff, committees and the business community.
-Ability to perform work with minimal supervision; must be able to exercise sound independent judgement and handle a complex workload with changing priorities.
-Familiarity with the Residential Tenancy Act
Driver's License and Record Checks:
-A driver's license for the Province of British Columbia. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities. Transportation arrangements must meet the operational requirements of the department.
