Job Description / Duties

The Property Negotiator will:

Provide customer-focused realty services to client–departments for the effective and efficient acquisition, administration or management, and disposal of real estate interests, including fee simple, rights of way, leases, licences, etc. (“Property”) in accordance with policies and procedures.

Negotiate to acquire, administer and dispose of Property, through purchase, exchange, sale, lease, etc., required for or declared surplus to Metro Vancouver needs in connection with regional water supply, treatment and delivery, liquid waste collection and treatment, solid waste and recycling management, air quality management, parks, greenways and conservation, and affordable rental housing.

Appraise, provide valuation opinions and estimate Property market values, rental rates, costs and compensation. Prepare appraisal terms of reference, commission and review independent fee appraisals. Recommend values or rates to be paid or received under various forms of tenure to acquire, administer and dispose of Property.

Acquire Property through approved statutory takings, negotiate litigation settlements, and represent Metro Vancouver in Court / arbitration proceedings. Act as advisor to client-departments and legal counsel in relation to complex real estate matters, expropriation, document preparation, conveyancing and Court / arbitration proceedings.

Perform or coordinate transaction due diligence to verify material information, including environmental, economic and legal analysis or research. Maintain property records and files, status property titles and encumbrances, engage and consult stakeholders, prepare agreements, correspondence, communication and briefing materials and project status reports, etc.

Prepare, submit and present reports with analysis, alternatives and recommendations to obtain approval or direction from Metro Vancouver’s Boards, Committees and management to acquire, administer or dispose of Property.

Participate in client-department multi-disciplinary project teams. Lead, manage and support division projects or programs.

Maintain professional working relationships with Metro Vancouver staff, and various real estate organizations, associations, commissions, authorities and administrators.

Perform related work as required.

Qualifications / Required Skills

Completion of grade 12 and a recognized program in property appraisal, urban land economic or real estate.

Accredited Appraiser – Canadian Institute (AACI) or Professional Member of the Real Estate Institute of British Columbia (RI), or equivalent professional designation.

Five or more years of current experience in real estate appraisal and negotiation to acquire, administer and dispose of Property in British Columbia, or an equivalent combination of training and directly related experience.

Five or more years of current experience successfully negotiating complex real estate transactions and contracts with both private and public sector property owners and occupiers.

Experience engaging and managing professional and technical consultants.

Strong orientation to customer service, and ability to demonstrate initiative and work well under pressure to meet deadlines and objectives.

Effective verbal and written communication and interpersonal skills, and conflict resolution, teamwork and analytical skills. Ability to write and present clear and concise correspondence, briefing material and reports.

Ability to influence, persuade or convince others with tact and diplomacy, and to listen and respond effectively to people from diverse backgrounds.

Ability to act in an advisory capacity to Metro Vancouver officials, management and legal counsel.

Sound knowledge of modern office practices, including proficiency in standard Microsoft Office desktop applications (e.g. Word, Excel, PowerPoint, Outlook).

Maintain British Columbia Driver's License.
