POSITION OVERVIEW
Reporting to the Manager, Real Estate Services, the Manager, Property Services will be responsible for negotiating the purchase and sale of property interests for the various City Departments. Examples of key work activities include:
• Negotiate agreements such as licenses and leases from third parties for land or buildings that are required for City purposes.
• Negotiate agreements such as licenses and leases to third parties for land or buildings that are owned or controlled by the City.
• Negotiate the purchase and sale of property interests for the various City Departments to meet their operational requirements. This includes the purchase of full ownership interests in land and partial interests in land such as rights-of-way and easements, etc.
• Create and maintain relationships in the real estate community. Keep apprised of real estate values, real estate issues and provide real estate advice to City staff as requested.
• Prepare Reports to Committees and Council and present as required to complete property transactions.
• Assist the Manager, Real Estate Services, as required, with:
o division policy and strategy initiatives
o financial analysis
o other real estate initiatives

Qualifications / Required Skills

EDUCATION AND EXPERIENCE
A Bachelors degree in Business, Finance or related field is required along with completion of urban land economics, appraisal and/or right of way programs. A minimum seven years of experience in real estate matters and a professional real estate designation is preferred. Practical experience in the real estate community with respect to acquisition/ disposition, leasing and rights of way/easements is required.

KNOWLEDGE, SKILLS AND ABILITIES
• The preferred candidate will have solid leadership experience and excellent analytical, valuation and problem-solving skills.
• Demonstrated communication skills (both verbally and written).
• Ability to work on multiple projects simultaneously as a self starter.
• Ability to make and maintain relationships with various stakeholders.
• Ability to think strategically, formulate action plans and follow through on matters.
• Positive and progressive attitude, demonstrating creative spirit.
• Ability to work independently and within a team environment.
• Previous municipal real estate experience is an asset.
• Ability to successfully pass a criminal record check for the business sector.

LICENCES, CERTIFICATES AND REGISTRATIONS
• Valid BC drivers license.
WORKING CONDITIONS AND EFFORT
Duties are performed in an office environment.
