Job Description / Duties

Bring your vision and expertise in land use planning or real estate development to this lead position with our Development and Asset Strategies Branch

Burnaby (Metro Vancouver), BC


Drawing on your deep experience in land use planning or real estate development and financing, you will direct the planning, development, restoration and financing of properties directly managed by BC Housing, enabling it to continue to provide safe, affordable homes for those in need for many years to come. You will be responsible for capital planning, real estate services and property renewal projects. As you drawfrom staff expertise and external resources as needed, you will analyze the financial, operational, functional and social viability of existing properties and assets as well as oversee property acquisition and divestiture in order to optimize services.

This role will see you conducting extensive stakeholder consultation as you align your efforts with the Branch's aim of increasing the supply of community-based affordable housing across BC. Leading Branch planning and administration under the direction of the VP, Development and Asset Strategies will be other functions of this high-impact role.

As Executive Director, Real Estate and Portfolio Renewal, you will be responsible for, among others:

Portfolio Planning

• analyze the financial, operational, functional and social performance of the portfolio assets and contributing options and strategies asset disposition in order to optimize performance

• develop and maintain a real estate portfolio plan to ensure investments are supported by corporate vision and an implementation framework; provide for strategic options analysis

• ensure asset planning and disposition complies with the corporate business plan, government’s Capital Asset Management Framework (CAFM), the Ministry of Housing & Social Development’s policies and procedures as well as relevant Acts and Regulations

Real Estate

• lead the acquisition, development, management and disposal of land for BC Housing and the Provincial Rental Housing Corporation (PRHC) and direct licensing and leasing programs as well as generate revenue-producing opportunities for PRHC properties

Riverview Lands Renewal

• lead the planning, design, and development of the Riverview Lands in consultation with key stakeholders, directing the development and implementation of an Integrated Master Plan through a multi-year construction/renovation program

• provide advice and guidance to the Director Facilities Maintenance (Operations Branch) in resolving maintenance and management of buildings, energy plant and grounds during the planning and development phases

Directly Managed Property Renewal

• develop a provincial strategy, business model and business plan for the renewal and re-development of select housing properties directly managed by BC Housing, including leading the planning and delivery of multi-year projects

• provide advice to the VP and Executive regarding site opportunities and development potential for properties being considered for the Non-Profit Asset Transfer Program

Branch Planning and Administration

• lead the development and implementation of Branch planning, business transformation and risk management initiatives that support the Branch strategy and BC Housing’s vision and mandate and direct the provision of administrative services for the Branch.

Qualifications / Required Skills

Qualifications:

Along with a degree in a relevant field such as land use planning or real estate development, financing or the equivalent and, ideally, project management certification, you have substantial experience:

• leading major, multi-use renewal and re-development projects

• in stakeholder consultation, economic and sustainable development, heritage conservation, and First Nation agreements

• in project development/management in a public sector setting (preferred)

• developing economic opportunities, including filming (preferred).

Add to this your extensive knowledge of the planning, design, renewal, re-development and construction of multi-use properties; the philosophies, practices, models and frameworks associated with project management; and BC Housing’s mandate, programs and policies in delivering social housing programs throughout the British Columbia.
