Main Purpose and Function:

This position provides leadership to the onsite teams that manage the operational and financial performance of a variety of business units including leasing, concessions, kiosks, food carts, clubhouses, golf , parking, marinas and various other facilities and contracts generating annual revenue of approximately $28.0 million. These business operations are a combination of contracted and Park Board managed units. Timely business analysis and effective fiscal management are key functions as the profit generated from these business units are critical to Park Board funding and support the Park Board’s strategic plan to move to increased fiscal self-sufficiency. As a result, another key function is to identify areas to enhance or create additional sources of revenue by analyzing and recommending new business opportunities for approval by senior management and the Park Board.

Key Contacts and Reporting Relationships:

Reports to the Manager of Commercial Operations and participates as a member of the management team to set divisional goals, strategies and budget targets. In addition, this position works with senior Park Board management , staff within the Park Board and the City of Vancouver, business operators and external stakeholders including:

- Contractors, consultants, external agencies and business associates
- Residents, community and users of the services
- Various levels of government, private and public organizations and regulatory bodies such as the Liquor Licensing Branch and Public Health as they relate to the business units.
- Union representatives as they relate to grievances or performance issues.

Qualifications / Required Skills

Specific Duties/Responsibilities:
• Monitors, reacts and makes adjustments to the operation of the business units to ensure the budgeted Revenue and Profit targets are achieved. This includes the independence to make decisions as they relate to setting prices, determining operating hours and menu content.
• Develops the budgets for the business units to ensure that they meet related industry performance standards and support increased fiscal self-sufficiency.
• Manages the contracted services to ensure compliance to the agreements and the achievement of financial targets.
• Liaises with stake holders and partners, resolving issues as and when required
• Works closely with directors, managers and staff to identify areas of opportunity and develop strategies and implement plans to enhance the Park Boards fiscal self-sufficiency.
• Analyzes outcomes in order to make strategic recommendations effecting financial outcomes.
• Setting work priorities, hiring, discipline and performance reviews of the positions reporting to them.
• Key contact for any Labour Relations or staff performance issues within the business units
• Prepares and present related reports including recommendations to the Committee and Board.
• Other duties/responsibilities as assigned


Education and Experience:
• University degree in business, or social science supplemented by commerce courses
• a minimum of five year’s experience in related areas such asbusiness relationship management, lease administration, property management, project management, business administration and human resources, or an equivalent combination of training, education and experience
• Experience working in a unionized environment
• Experience in operating multi-unit business operations
• Demonstrated experience in HR management, including recruiting, performance management and resolving grievances.
• Demonstrated experience in budget management and meeting or exceeding profit targets
• Experience in working in a high pace, multi tasked working environment

• Sound judgement and ability to effectively and professionally represent the Vancouver Board of Parks and Recreation
