Job Description / Duties
Responsibilities
PRIMARY PURPOSE
Provides senior specialist support to Real Estate Operations by managing the negotiation and execution of leases, acquisitions, expropriations, and other real estate transactions for operations and major capital projects within the TransLink enterprise.
KEY ACCOUNTABILITIES
Represents TransLink enterprise along with the Manager in negotiation and execution of acquisitions, leases, expropriations and other real estate transactions for operations and major capital projects. Identifies risks and develops and implements risk mitigation strategies across TL property portfolio.
Participates in the development of real estate strategies including acquisitions and site strategies. Supports the development of policies and procedures for management of assigned portfolio and works to resolve issues of non-compliance with counterparties, escalating issues as required.
Evaluates project specific opportunities within the established project portfolio priorities with a view to maximizing commercial value and lowering costs; and develops related business cases and work plans for review and approval by management.
Provides technical guidance to internal stakeholders and works to identify potential real property sites & opportunities for acquisition, license or lease and develops solutions or partnerships to leverage TransLink’s property assets and mitigate related risk.
Provides specialized property management advice to contractors, professional consultants, management and real estate and legal staff. Develops relationships with peers in other agencies and organizations to share information and best practices, utilizing information to recommend and implement improvements in internal policies and procedures.
Executes contracts and commercial agreements, including all related documentation. Manages and enforces contract terms with third parties; and acts as single point of contact for commercial and contractual matters. Supports internal stakeholders on commercial and contractual matters, before, during and after implementation.
Prepares reports, analysis and presentations for management upon which Executive and Board decisions may be based.

Education and Experience:
The competencies for this position are acquired through a Bachelor’s Degree in Urban Land, Business or related discipline, plus five (5) years previous experience in dealing in land/property rights and statutory rights of way.
Other Requirements:
- Advanced working knowledge of the principles, practices and procedures and processes in used in real estate and property management.
- Solid knowledge of leasing, right of way management, property and task management, land economics, right of way and interest valuation, real estate valuation, land title and rights registry, legal survey fundamentals, legislative frameworks, statutes and acts (including Expropriation Act).
- Solid written and oral communications skills with strong presentation skills.
- Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills.
- Solid analytical and problem solving skills with sound business acumen.
- Exposure to municipal and provincial procedures, protocols and documentation and Industry-related certification will be an asset (e.g. IRWA, AACI, RICS or REIBC).
