Job Description / Duties
• For every building within the assigned property portfolio, the Property Manager:
• Schedules, conducts and reports to Chief Operating Officer (COO) on annual suite inspections
• Ensures that all required work identified during annual suite inspections is completed in a timely fashion and within budget
• Identifies tenant-related issues related to suite maintenance or compliance with tenancy agreement and follows up with appropriate action
• Works within the governing framework of the Residential Tenancy Act, Societies Act, Small Claims and Supreme Court applications to effectively move cases and issues forward
• Compiles and creates all supporting documents, witnesses and evidence required for submission to the Residential Tenancy Branch
• Recommends major capital projects to COO and provides supporting information to rationalize the expense; works with COO to determine and execute course of action
• Supervises the daily operations of buildings, site staff and contractors; ensures that the work is completed efficiently and meets VNHS standards of maintenance and repair
• Participates where appropriate, in the interview and hiring process
• Ensures that direct reports are trained and oriented in the performance of their duties
• Conducts annual performance reviews of each report and ensures that supervising managers conduct annual performance reviews of their staff; reports performance problems to COO and recommends appropriate response
• Ensures that move-in and move-out inspections are carried out in a timely manner and that appropriate documentation is produced and filed correctly, in addition to all related work being carried out effectively and within budget
• Ensures that suites are ready for occupancy when new tenants move in
• Ensures that work order requests are entered into the Yardi program and tracked accordingly
• Organizes and facilitates regular visits to each building at least once each month to inspect interior common areas, building exteriors and grounds; follows up to ensure any identified maintenance work is carried out
• Ensures requested maintenance materials and supplies are delivered to the sites in a timely manner
• Ensures that all buildings and grounds comply with local bylaws, permits, regulations and building codes
• Ensures that building maintenance work is conducted according to the requirements of warranties and guarantees
• Prepares or instructs the Property Assistant or Maintenance Coordinator to prepare work orders to address identified maintenance problems
• Prepares scope of work, or has scope of work prepared by technical advisor, and negotiates contracts for all work performed by outside agents
• Ensures that work performed by outside agents is completed according to the applicable work order and scope of work
• Oversees contractors on-site, including receiving confirmation of adequate insurance and WCB coverage, as well as directing the work, inspecting the work and resolving deficiencies in the work
• Inspects maintenance projects to ensure compliance with WorkSafe BC requirements and to ensure all required manuals, plans, policy manuals, etc. are accounted for and up to date
• Ensures that occupational health and safety standards are met
• Works cooperatively with Maintenance Manager and Maintenance Coordinator to ensure the smooth flow of administrative activities as they relate to preventative, corrective and cyclical maintenance
• Updates electronic inventory records whenever items are removed from maintenance supplies stored at Head Office; and allocate supplies used to the appropriate building
• Ensures timely scheduling of contracted annual and ongoing maintenance inspections and servicing
• Provides monthly portfolio reports to the Chief Operating Officer
• Provides advice to property managers from time to time when requested
• Keeps up to date on current trends in property management, social housing, residential tenancy legislation and other relevant fields and ensures that all VNHS property managers are informed of such trends
• Coordinates with other Property Managers on the annual maintenance budgets
• Supervises the Property Assistant and provides guidance and training where needed.
• Liaises with the Property Assistant to ensure that all tenant and maintenance related items are efficiently and accurately tracked: rental amount calculations, tenant breaches of the agreements, rent collection, contractor call outs and transactions, work orders, data entry into various computer systems, building and unit maintenance.
• Thorough understanding and application of both Collective Agreements that govern the family buildings, the Seniors building, and Ian Leman building (UFCW) as well as the Pendera building (CUPE).
• Works with partners and stakeholders to develop and execute programs and initiatives for the betterment of residents and program consumers
• Liaises with resource and community support providers to guide residents in need to those supports when appropriate
• Other related duties as directed by the supervisor.
Qualifications / Required Skills
• Certificate, Licence or Diploma in Property Management or related field
• Diploma related to the area of building maintenance and construction
• Five years’ experience in a property management environment (e.g. in social housing) including direct experience working in and with construction trades/maintenance and in conducting building and project inspections
• Prefer 5 years experience in a leadership role or supervisory position
• Valid BC Driver’s Licence and reliable vehicle
• Valid first aid certificate or willingness to obtain

• Excellent communication (verbal and written), interpersonal and customer service skills
• Demonstrated work experience in providing supervision and work direction to building managers and contractors
• Demonstrated ability to resolve work related conflicts and problems immediately on site
• Knowledge of and experience with word processing, spreadsheet, database software and property management programs
• Thorough understanding of the principles and practices of residential property management services in particular relating to affordable housing delivery
• Extensive knowledge of the Residential Tenancy Act and rules and regulations, policies and procedures related to social housing management
• Sound judgment and initiative to resolve problems
• Sound knowledge of facility management and building maintenance practices
• Demonstrated ability to direct complex tasks of contracts, sub-trades and building managers
• Ability to interpret program funding requirements to residents and program participants
• Ability to analyze financial reports to identify trends, corrective measures and budget overages or surpluses
• Ability to prepare and write reports and letters
• Ability to work with limited supervision as well as in a team setting
• Ability to organize the workload and maintain flexibility in an ever-changing environment
• Ability to work under pressure and, at times, in a difficult and challenging public environment
This position is a full-time position (37.50 hrs per week) Flexibility with hours may be required to meet operational deadlines. This successful candidate will be enrolled in our excellent Extended Health and Dental plan as well the Municipal Pension Plan after successful completion of their probationary period.
Salary: $50,000- $60,000
