Land and Property Administrator

Salary $61,665.45- $70,367.02 annually

The Properties and Land Management Branch (PLMB) is responsible for over 5,000 land and water parcels held by the BC Transportation Financing Authority (BCTFA), which is a Provincial Crown corporation. The Branch holds and manages lands acquired primarily for transportation purposes. One of the Branch’s mandates is to generate revenue for the Province by leasing or disposing of lands deemed surplus to Ministry needs which, in turn, can help fund additional infrastructure projects across the Province.

The Land and Property Administrator is responsible for the PLMB’s province-wide land tenure program by developing and implementing administrative policies, procedures and systems to ensure consistent and efficient decision-making regarding the tenure management of over $1.5 billion in land and property assets. This position works in a small, dynamic team environment where the administration of a diverse and changing portfolio is critical to the achievement of branch revenue targets.

Qualifications / Required Skills

Qualifications for this role include:

• Degree in Urban Planning, Geography, Business, Commerce, Law or Public Administration OR Diploma in Urban Land Economics or an equivalent level of formal post-secondary education.
• Accreditation with a nationally recognized appraisal institute or society such as the Accredited Appraiser Canadian Institute (AACI) designation, or accreditation with the Real Estate Institute of British Columbia (RIBC) is a requirement for this position.
*Applicants will also be considered if they meet any of the following conditions:
• Applicants who are candidate members in good standings with either Appraisal Institute of Canada (AIC) or Real Estate Institute of British Columbia (RIBC) OR
• Applicants that currently possess an affiliate institute or society designation or qualification who meet the AIC or RIBC’s qualifications for immediate acceptance OR
• Applicants who have completed all the course work necessary to obtain the AACI or RIBC designation but have not yet applied.
• A minimum of two years’ experience in a real property (or related) field.
• Experience in commercial lease management including negotiation and contract drafting.
• Experience developing, managing and tracking revenue as well as forecasting expenditures.
• Experience referencing, interpreting and applying regulatory instruments.
• Experience working in MS Office programs, particularly Excel and Word.
