Job Description / Duties
Main Purpose & Function
Reporting to the Director of Operations, Planning and Program Manager, the Manager, Partnership Agreements has oversight and responsibility for the efficient and effective management of the City's contractual and other relationships with a portfolio of non-profit organizations (NPO).
This non-profit portfolio has over 450 sites which the City of Vancouver leases to non-profit operators. This includes approximately 12,000 affordable housing units and over 100 social, childcare and cultural sites. The relationships that the City has with the operators include grant agreements, ground and airspace parcel leases, housing agreements, operating agreements, and agreements that secure housing, childcare, and other social facilities.
The Manager provides strategic advice in order to optimize the use of the City’s portfolio of assets, investments and contributions toward NPOs that serve a wide range of people in need. The Manager is responsible for developing, implementing and maintaining processes to manage non-profit lease and other partner agreements. Working closely with a number of subject matter experts the Manager will support senior City leaders in their dealings with a large variety of non-profit organizations.
The Manager leads the work of the partner agreements team and specifies deliverables, timelines and quality expectations. The Manager is responsible for the recruitment, hiring, delegation of work, performance management, and discipline of the team.
Specific Duties & Responsibilities
Optimizes the non-profit agreements portfolio aligned with the City’s strategic policies, plans and objectives to deliver for residents of Vancouver
Develops systems, processes and reports to effectively manage this portfolio
Manages a team of direct reports as necessary, including performance management and reviews
Leads and supports other City representatives with the non-profit & co-op sectors with respect to outcome measures of performance and related tools including leases, granting agreements, housing agreements, operator agreements
Leads and supports the negotiation and renegotiation of agreements/ leases
Manages robust and resilient relationships that explore future opportunities and addresses challenges with regards to these agreements
Along with service departments, oversees public service requirements are met as set out in lease and agreements
Assesses the governance and management capacity of non-profit and co-operative facility providers using established policies or emerging best practices on an on-going basis, including understand NPO budgets and develop pro-forma analysis
Facilitates wide range of internal and external stakeholder inputs to arrive at optimum solutions
Develops and implements risk management strategies, operational templates, programs and/or processes to reduce financial/political risk to the City with respect to social facilities in collaboration with subject matter leaders in various City departments
Makes recommendations to NPO providers that are not in compliance with contractual agreements
Manages budget, ensuring that expenditures are controlled and maintained within approved budget limitations
Provides expertise advising and working with senior management on policies and/or procedures regarding program specific requirements
Collaborates on new and innovative approaches to the development and administration of social facilities with other City staff, sector organizations and NPO providers
Ensures legal, financial & policy interests of the City are protected and works closely with experts in other departments of the City administration
Qualifications / Required Skills
Qualifications
Education and Experience:
Degree in business administration, commerce, law, public administration, or a related field, supplemented by additional training; preference given to a Master’s degree, along with 7-10 years of progressive experience in an equivalent position or an equivalent combination of education and experience
Additional training or courses related non-profit management, facility asset management, lease management is preferred.
Experience with leading complex negotiations at a senior level and working collaboratively to deliver successful outcome based solutions required
Experience working in a unionized workplace and knowledge of Collective Agreements
Knowledge, Skills and Abilities:
Knowledge of public administration and delivery of community programs including governance, financial management, policy development & implementation and facility asset management.
Knowledge of administration, monitoring and oversight of public sector leases and agreements such as operating and partner agreements with the non-profit community required
Knowledge of social and affordable housing legislative and policy context and property management principles and practices
Knowledge of City/Municipal operations, policies, risk mitigation and change management
Ability to lead a team and exercise sound judgment in assigning and supervising work
Strong customer service skills, with the ability to establish effective working relationships with a variety of internal and external stakeholders.
Ability to deliver on highly time bound and community sensitive work
Strong project management expertise
Able to work independently and as part of a team in a dynamic work environment.
Effective oral and written communication skills.
Strong interpersonal and conflict resolution skills.
