Job Description / Duties
The Property Acquisition Coordinator is responsible for managing all property acquisition activities and delivery of property for projects, including resource budgeting, contract management, appraisal valuation, business valuation, land survey, road closures, expropriation and related project management. The position leads, plans and manages property acquisition projects for fee simple, crown land, gravel pits, statutory rights of ways, temporary licenses and easements. This includes resource budgeting and managing contractors. The Coordinator provides expert advice and oversees and negotiates property settlements and tenure conflicts along with managing, developing and evaluating the work of independent consultants. The position organizes, assists and leads expropriation proceedings. The Property Acquisition Coordinator manages conduct of post acquisition, road closures and land exchanges. The Coordinator identifies surplus land and provides strategic preparation for disposition to maximize value and transfer to BCTFA directing land sale credits back to the projects. The position plays a key role in acquiring property for Capital, Preservation and District projects to ensure property is delivered legally, on time and on budget. In support of these deliverables, the position leads, manages and undertakes request for proposals and contracts for services.
Qualifications / Required Skills
JOB REQUIREMENTS
• Grade 12 plus Bachelor’s Degree or diploma in Urban Land Economics with Appraisal Option, or professionally recognized training in business administration, management, commerce or appraisal.
• Accreditation with the Appraisal Institute of Canada (AACI) or RI(BC) Appraisal Option.
• A minimum of five years of experience in project or program management, property acquisition, survey or negotiation; preferably in the public sector.
• Experience in planning, coordinating and managing projects and contract services.
• Valid B.C. driver’s license.
• Must be willing to travel as assignments dictate.
• Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check
KNOWLEDGE SKILLS and ABILITIES
• Standardized computer hardware and software including Microsoft Word, Excel, Outlook, PowerPoint and other productivity tools. Ability in other specialized software(s) is an asset.
• Ability to fully use Land Title and Survey Authority online system
• Ability to fully use BC online system to pull Assessments, Company Searches, Environmental status, Rural Property Tax, etc.
• Ability to provide concise and accurate information both orally and in written communications to a wide variety of audiences
• High level of comprehension, writing and research skills.
• Results oriented, self-starter with the ability to work with limited supervision.
• Supervises staff including assignment of work, development and evaluation of performance plans, and leave approval
