Job Description / Duties
This role:
Provides project management support duties for the Outstanding Right of Way Program, major projects and real estate projects in general; prepares and contributes to the development of work plans, annual project plans and budgets; develops multi-year strategic plans; identifies any real estate issues or concerns and tenure acquisitions or dispositions required; and participates on major projects teams and external projects.
Prepares and registers land title office forms, applications and plans; processes routine to moderate complex Land Title Office corrections and releases; interprets and reviews property titles, legal survey plans and charges; conducts search for charges, subdivisions and titles; interprets the Land Title Act, Evidence Act and Land Title Office Practice Manual to ensure compliance with land title office requirements.
Manages Metro Vancouver’s authorized subscriber account; acquires digital signature for registration; and ensuring compliance with authorized subscriber registry rules.
Researches and analyzes Metro Vancouver transactions; creates standard or customized reports in the real estate services database system and GIS system; monitors data; creates and closes property records in the database system; maintains the contracts repository for data accuracy and integrity; develops and maintains training documentation, standard operating procedures and business rules to ensure record consistency; trains and assists staff on the database systems; develops new business processes for improved system use; identifies any issues and recommends improvements; and troubleshoots and fixes identified errors in the database systems.
Drafts reports, letters, and standard documents; and handles minor negotiation assignments including acquisitions from the Province.
Assists a superior with real estate research for business case development for real estate transactions, dispositions, acquisitions, tenure management and major projects.
Prepares monthly and quarterly development reports for a superior; conducts research, analysis and commentary for various asset classes consolidated from market sources.
Provides information, advice and assistance; interprets and explains applicable policies, procedures, requirements, research, forms and regulations to a variety of internal and external contacts; and responds to complex enquiries as required.
Performs related work as required.
Qualifications / Required Skills
Completion of Grade 12 supplemented by courses in real estate, conveyancing, databases or land survey, plus some demonstrated related experience; or an equivalent combination of training and experience.
Considerable knowledge of the principles, practices, techniques, methods and procedures applicable to real estate conveyancing and project management development, implementation and monitoring.
Considerable knowledge of the Land Title Act, Evidence Act and Land Title Office Practice Manual.
Considerable knowledge of real estate and GIS systems and technologies related to the work.
Considerable knowledge of current literature, trends and developments related to the work.
Ability to prepare work plans, annual project plans, budgets and multi-year strategic plans.
Ability to research and analyze comparative internal and external market valuations.
Ability to identify real estate issues or concerns and provide timely responses during the progression of projects.
Ability to read, review, interpret, draft and complete real estate documents.
Ability to perform analytical and research tasks and to implement and monitor project initiatives, prepare related reports.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with internal and external contacts and to participate on project steering committees.
Ability to research and analyze complex data and processes, interpret policy and problem solve.
Ability to proficiently use Microsoft office programs and database systems related to the work.
Ability to perform work with minimal supervision.
Driver’s Licence for the Province of British Columbia.

Our Procurement & Real Estate Services Department is seeking a Real Estate Projects Officer, a newly created position, who will join the new Major Projects team in providing real estate expertise and support to achieve successful completion of internal and external major projects as well as providing land title, conveyancing and database management expertise and support to the entire Real Estate Services team.
You are: A real estate professional with a strong technical background in understanding different forms of real estate tenure and interests, interpreting titles and survey plans, conveyancing, database and project management.
