Job Description / Duties

This position involves complex real property appraisal, negotiation and advisory work in the field investigation, valuation and negotiation of real property for City acquisition, expropriation, sale, exchange, lease, rental, rights of way or other purpose as well as valuation and negotiation of Community Amenity Density Bonus values. Responsibilities include assisting in coordinating land development projects, preparing feasibility studies, analyses, recommendations and reports, providing general guidance to junior Property Valuators and City staff, assisting in planning and coordinating section operations, conducting land sales and attending Committee and Council Meetings, as required, to substantiate and explain valuations and recommendations and to provide advice and guidance relating to land policy, real property and Community Amenity Density Bonus matters. Considerable independence of judgement and action is exercised in all aspects of the work. The incumbent will provide guidance to Property Valuator - Negotiator 1 positions and participate in their training, while assisting a superior in planning and coordinating operations and programs. Work performance is reviewed and evaluated by a supervisor in terms of effective appraisal, negotiation, advisory services provided and the ability to communicate and work with various internal and external stakeholders.. Performs related work as required.

Qualifications / Required Skills

Qualifications include the completion of grade 12 and completion of a recognized real estate appraisal course plus considerable related experience in real property appraisal and negotiation work or an equivalent combination or training and experience. Certificate as an Accredited Appraiser (Canadian Institute) or Real Estate Institute (BC) - Appraisal Option, or equivalent designation is required. Considerable knowledge of current property values and market trends; knowledge of bylaws relative to sub division control, zoning, building and other legislation affecting real property; the ability to prepare feasibility studies, appraisal and negotiation reports, and to prepare and maintain a variety of correspondence. Ability to provide general guidance to Property Valuator - Negotiator 1 team and city staff is considered an asset. A valid Driver’s License for the Province of British Columbia is also required.

Salary: $7,098 – 7,402 – 7,725 – 8,052 – 8,393/month
