I have been working at BC Assessment (BCA) in the Quality, Reporting, and Analytics field for 15 years now. During that time, I have worked up to being a Data Scientist where I am part of a team that has built, tested, validated, and productionized valuation models for residential, strata residential, and manufactured home properties. For the last several years, I have been a member of the modelling team that has provided initial calibrated assessed values for nearly 2 million properties, and assisted appraisers with tools and training to validate these values. I also have worked on numerous assessment data quality and integrity projects over the years to help ensure accurate and equitable assessments for taxpayers, and undertake data engineering work to create efficiencies for how appraisers and administrative staff perform their work. I received my BSc (Honours) from UVic in 2007 in Physics and Astronomy. While employed at BCA, I received my Certificate in Real Property Assessment in 2014 from UBC. Following that, I completed a Master of Science degree in Data Science in 2018 from Northwestern University, specializing in Analytics and Modeling. Following my MS, I returned to UBC courses and completed my Diploma in Urban Land Economics with the Real Property Assessment specialization in 2023. I am currently undertaking an Advanced Graduate Certificate in AI and data engineering. I am a member of the IAAO and the BC chapter of the IAAO, and have participated in two IAAO taskforces. From 2020-2021 I was a member of the IAAO taskforce on Artificial Intelligence, which led to a paper published in the Journal of Property Tax Assessment and Administration (JPTAA) (Volume 19, Issue 1) that provided use cases, including one from BCA, for AI within assessment, as well as an overview of some AI methods with example uses within assessment. From 2022-2023 I was a member of the IAAO taskforce on Statistical Tools and Measures, which had a paper published in JPTAA (Volume 20, Issue 2) comparing and contrasting the various statistical measures of vertical equity; this work will help inform future considerations for the IAAO's Standards on Ratio Studies.
