Job Description / Duties
Main Purpose and Function
The Property Contract Negotiator is responsible for contract and relationship management, and negotiation work in the leasing and rental of property required for various civic uses. The position negotiates and manages contracts with owners and tenants, stakeholders, partners and landlords; negotiates easements, rights of way, lease and license agreements; performs a variety of tasks relative to the rental of properties which may include rent appraisals; providing consultation and coordinating plans for various properties managed by the Vancouver Board of Parks & Recreation.
Specific Duties/Responsibilities
Negotiates and manages new agreements and/or renewals with new and existing owners or proposed tenants of Vancouver Board of Parks & Recreation controlled owned/leased commercial and civic property
Negotiates easements and rights-of-way over City owned property or another owner’s property;
Negotiates agreements and contracts for the use and occupation of City or Vancouver Board of Parks and Recreation controlled property by a variety of organizations.
Prepares property and facility agreements
Actively manages the relationships between the Park Board and Tenant as it relates to terms of the tenure agreement;
Ensures that the Parks Board is administering the terms of the agreement in a fair and equitable manner;
Ensures that industry standard “best practices” are being undertaken to the maintenance and up-keep of the lands and/or buildings by the Parks Board and the tenant..
May oversee or manage a small team operating a City facility.
Utilization of effective document management techniques.

Qualifications / Required Skills
Minimum Qualification Requirements
Education and Experience:
Diploma from a post secondary institution or university, preferably in Real Estate and/or Property Management.
Considerable experience in real property contract management and negotiation work OR an equivalent combination of training and experience.
Eligibility for certification as an Accredited Appraiser, Canadian Institute (AACI) or Certified Residential Appraiser (CRA), Real Estate Institute of British Columbia (RIBC) or equivalent designation.
Knowledge, Skills and Abilities:
Thorough knowledge of the principles, practices and procedures of managing and evaluating all types of property and facilities through negotiation.
Considerable knowledge of policies and regulations concerning the management of all types of property and facilities.
Considerable knowledge of leases as to their relevancy to value of property being acquired.
Considerable knowledge of Zoning and Building By-laws.
Working knowledge of modern office practices and procedures relating to the work.
Intermediate skills using MS Office; familiarity with SAP and/or other facility programs.
Ability to successfully meet and negotiate with property owners, tenants and stakeholders and the general public.
Ability to appraise and determine rental value of subject property.
Thorough experience and knowledge of contract management as they relate to property and facilities.
Ability to travel to various sites is required.
Driver's License for the Province of British Columbia.
Additional Information
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
