Doug Gilchrist
Doug has held various roles within the City of Kelowna since 2004, including Property Officer, Manager of Real Estate, Acting General Manager, and Divisional Director of Community Planning and Strategic Investment. Since 2018, he has served as the City Manager. With over 24 years of experience in government, Doug envisions a city that embraces creativity, innovation, financial accountability, and collaboration. He takes pride in the successful acquisition of the old CN Railway, transforming it into a climate-friendly transportation corridor. Leading the fastest-growing city in the country, Doug is inspired by the passion and talent of the city's workforce. Personally, he enjoys the vibrant downtown, scenic Okanagan Lake, and engaging in outdoor activities like biking, trail running, and waterskiing.
Michael Heeney
A nationally and internationally recognized leader, city builder, architect and urban strategist with over 30 years’ experience leading high-profile organizations. Currently a partner with C+O Advisory, Michael Heeney is the past President and CEO of the Surrey City Development Corporation (SCDC), an independently governed, for-profit real estate company owned by the City of Surrey. Prior to joining SCDC, Michael was the Managing Principal of Bing Thom Architects (BTA) for over two decades where he oversaw the company’s growth into a leading international practice with offices in three cities worldwide.
Well known for his ability to create a compelling vision and effectively bring disparate groups together, Michael has successfully led substantial local and international projects, organizations and initiatives, often ones without precedent and in highly complex situations and jurisdictions.
Tiffany Simmons
Tiffany Simmons is a seasoned Senior Appraisal Analyst with extensive expertise in property valuation and mass appraisal techniques. She has spent the past sixteen years at BC Assessment. Tiffany began her career as a Residential Appraiser and later transitioned to Strata Residential and IC&I properties. She now leads the Modelling Team, a cross-functional group of experts who have achieved significant advancements in mass appraisal techniques and automated valuation models at BC Assessment. When she's not working with data and models, Tiffany enjoys exploring the beautiful outdoors surrounding Kamloops with her son and little dog.
