Job Description / Duties

What you'll do

The Properties Manager, Indigenous Land Services (ILS) reports to the Senior Manager, Property Rights Management (PRM), is a member of the PRM leadership team and shares accountability for the achievement of PRM strategic objectives. The person will be leading a team of 9 staff responsible for acquiring and maintaining BC Hydro’s property interests/assets on all First Nation lands including reserve lands, treaty and other non-treaty government land agreements that impact Crown lands. The manager is responsible for being the subject matter expert relating to various types of property rights and transactions and working with internal clients on BC Hydro’s advancement of reconciliation with Indigenous Peoples.
* Manages complex multi-function, multi business unit projects with medium-high risk impacts.
* May negotiate agreements without direction on client/stakeholder needs assessments.
* Responds to highly diverse and complex queries and ensures client satisfaction by overseeing service delivery across business unit.
* Exercises independent judgment on moderately complex, medium impact problem solving, challenging guidelines when necessary.
* Identifies and maintains moderate impact/risk relationships with internal and external clients through strongly influential contact and negotiation representing BC Hydro and overseeing relationship management of ILS staff.
* Provides guidance to staff regarding internal practices, guidelines, and corporate policies.
* Accountable for the preparation, review and recommendation on numerous briefing notes and policy topics to senior management.
* In consultation with BC Hydro’s Legal Services and Senior Manager of PRM, makes business decisions pertaining to acceptable risk BC Hydro can accept regarding deviations from BC Hydro’s standard documentation.
* Build an engaged, high-performing team and guides employee development, training and provides regular feedback to employees which at times may be constructive feedback or require performance management if ongoing performance issues;
* Effectively uses a variety of strategies to enable team members to be as effective and productive as possible, holding individuals and team accountable;
* Makes business decisions on medium impact/risks and deals with escalation of issues from external parties and their respective legal counsel.
* Works with senior Ministry of Indigenous Relations and Reconciliation and Ministry of Energy and Climate Solutions staff and attends confidential meetings regarding MIRR’s annual priorities.
* Assists senior management on strategic policy topics related to First Nations and lands.

What you bring

The ideal candidate is an experienced professional with a significant level of understanding related to First Nation lands and all aspects of Crown, private and other complex property acquisition accountabilities, exhibited by education and/or experience, with a proven ability to lead their team to effectively balance day-to-day operational delivery with management of strategic issues and opportunities.
* Minimum of 8 years of progressive, related experience (preferably in area of land tenures and First Nation lands) leading a team ideally in a collaborative or operations environment;
* A university degree in a relevant discipline such as Business, Law, Land Use or Resource Land Management, or post-secondary diploma/certificate in a land related discipline;
* Management experience is necessary, and it is preferred if the experience is within a unionized environment and highly complex organization;
* An equivalent combination of education, training and experience may be considered.
* Experience balancing strategic issue management with core operational service delivery;
* Proven team player and relationship builder, with strong interpersonal, communication, conflict management, analytical, and negotiation skills;
* Proven ability to take ownership of issues, effectively assess risk, prioritize appropriate actions, and persevere to achieve results;
* Progressive experience in demonstrated people leadership and ability to develop people and build team collaboration, including promoting employee development by establishing clear expectations, providing feedback and having difficult conversations.
* Well rounded knowledge of business processes, budgets, forecasting and project management techniques is desirable.
* Exceptional oral, interpersonal and communication skills required.
* Excellent business writing with superior attention to detail is required as briefing notes, request for decision papers and business cases are critical and frequent to this business group.
* Strong people management, organization, planning, analytical and problem-solving skills.
* Experience working with the Provincial and Federal Governments and First Nations as well as and understanding of various forms of First Nations lands is a strong asset.

What else you should know
* This is a Full-Time Regular (FTR) opportunity on the Properties team based at our Dunsmuir office in Vancouver.
* Please note this role is classified as a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. At present, this role is expected to work in the office a minimum of two days per week however at times it could be more frequent due to operational requirements and does require flexibility.
* Periodic travel may be required in this role to attend meetings.
* A condition of employment in this role is that you maintain your Class 5 Driver's License in good standing.
