Job Description / Duties

Provides real estate and project management expertise to develop, implement and control assigned real estate related projects throughout the TransLink enterprise.

Prepares real estate related project business opportunity documents, business cases (justifications and work plans) including development and assessment alternatives analysis, life cycle analysis, risk analysis, financial analysis, development of scope, budget, schedule, and implementation strategy, and risk mitigation plans.

Manages project scope, schedule, reporting, budget and risk. Manages contractors and internal/external cross-functional/cross-entity design teams responsible for the preparation of contracts, drawings and technical specifications.

In collaboration with Strategic Sourcing staff, prepares contracts, RFP’S and tender documents for projects, including terms and conditions.

Prepares scope of work definition, technical requirements, project specific requirements and project schedule constraints.

Manages projects through the implementation stage including; responding to bidders’ technical questions, making recommendations for award, reviewing submittals for compliance with contract documents, resolving contractual and technical problems, initiating/reviewing/authorizing extra work, co-coordinating with jurisdictional authorities, providing internal and external reporting, overseeing acceptance testing and commissioning, and monitoring work through the warranty period.

Liaises with external stakeholders and internal stakeholders within the TransLink enterprise, to ensure that projects meet the requirements of end users, and are implemented with minimal disruption to operations.

Negotiates within the framework of the Project Charter with third parties such as developers, private industry, etc,, or local governments, where appropriate, to maximize value of TransLink’s real estate assets.

Qualifications / Required Skills

An undergraduate degree in a related discipline, supplemented by Project Management Professional (PMP) or Program Management Professional (PgMP) designation or acceptable equivalent.

Requires a minimum of 5 years progressive mid-senior experience in a business or real estate related function (property management, property development, land management, etc.) with a focus on managing large scale projects with high complexity and risk.

Other Requirements:

•Advanced knowledge of project management including, administration, reporting, specifications, contracts and project scheduling

•Proven ability to deliver upon all phases of the Project Management Life Cycle (Initiation, Planning, Execution and Closure)

•Strong business acumen, business relationship design, financial analysis and modelling skills

•Strong verbal and written communication skills

•Advanced multi-tasking, time management and analytical skills.

•Strong leadership skills to lead cross-function, cross-entity, multi-disciplinary project teams

•Strong conflict resolution, facilitation, negotiation and problem solving skills.

•Proven ability to be customer & results focused, in a fast-paced workplace

•Advanced knowledge and proven skill in the use of MS Project, Excel, Word, Outlook and PowerPoint
